State Level Training of Core Trainers

First Day - 14th December 2010
Session –I: Inauguration
Inauguration was done by lighting lamp by Chief Guest Ms. Neela Satyanarayan (Commissioner, State Election Commission, Maharashtra ). She explained the background of Krantijyoti programme. She further mentioned that women councillor should play active role in administration and get information of the related processes. Women’s reservation is a necessary and positive step towards women’s empowerment. She also guided about how the training programmes should be conducted. Methodology should be easy so that even illiterate participant should not be left out. Mediums of charts, songs and games should be used in the training and proper facilities should be provided to the trainees.
Mr. Chand Goel (Additional Chief Secretary) explained that the election commission takes tremendous efforts to conduct elections in free and fair atmosphere. State Election Commission, Maharashtra is going one step beyond to ensure that the elected female councilors should overcome the social barriers and function efficiently, so that they can contest next elections without any pressure and become role model for other women who want to get in the election process. He clarified that the programme is not a typical target oriented programme but it is a movement which needs committed organizers and trainers. This programme will set an example in the country and other states will follow the footprints of the programme. He emphasized that the training programme should not be bookish where efforts are concentrated to give loads of information. On contrary, there is a need to change the attitude and build confidence among the rural councilors so that they can function in free and fair envirnment.

The inaugural Session was concluded by vote of thanks by Ms. Prajakta Bhosale, Dy. Commissioner, State Election Commission, Maharashtra . She mentioned that the programme will be conducted in the free and informal atmosphere. The group proceeded for snacks and a group photo.
Session II- Introduction of the Participants
The session started with a song by Ms. Shantabai Yevatikar from Nanded.
Introduction started with the dais. Mr. Bhim Raskar introduced himself and his organisation, Resource and Support Centre for Development. He mentioned about trainings conducted by his organization for women councilors and positive changes observed in terms of attitude, decision making and functioning. He requested the participants to introduce a quality of theirs which they can contribute for the programme. Ms. Farida Lambay and Dr. Mary Alphonse introduced themselves and the College of Social Work
The participants introduced themselves. Participants were present from 10 districts selected for the 1st phase of Krantijyoti programme which included, Thane, Pune, Kolhapur
Session III- Importance and Special Characters of the Training
Mr. Bhim Raskar mentioned that the title suggests the movement and it is great thing that Maharashtra is leading this movement in the country. He motivated the participants by comparing the programme with the agricultural activities where fertile land, good seeds, water, fertilizer come together for prosperous crop. State Election Commission has availed the most important resource of land where Resource and Support Centre for Development is going to saw seeds, College of Social Work is going to act as fertilizer and the present core trainers has to water the crop. He explained the structure of the training where there will be a district coordinator who will plan and execute the training programmes, trainer and a team for follow-up which will include voluntary organizations and helpline.
He expressed the highlights of the programme as follows,
· This is the first time when a programme is being implemented at the state level with the principles of the Constitution of India. Thus, it needs complete transparency and participation of willing organisations in the direction of social change.
· An inclusive team of trainers will be formed with the fruitful cooperation of government and non governmental organisations.
· The programme is being implemented in three stage model.
· As the responsibilities are been delegated to the heads at each stage, this programme is heading successfully.
· The training will communicate with the women councilors through the mediums of songs, games, discussions, observation and evaluation. Thus this training will reach the literate and illiterate women effectively.
Session IV- Structure of the training and Training Methodologies
The participants were asked to form teams as per their districts and to function as teams for further training. Mr. Datta Gurav and Ms. Jayataai Kurane introduced various training methodologies. They mentioned that the training will be participatory and experiences of the participants will be important learning tool. The participants were given the homework to list down the effective and interesting training methodologies which they have experienced. The participants asked for the further clarification about the training so that they could do their homework effectively.
· Four volunteers amongst the participants were selected to present the recap of the first day.
· Announcement of cultural programme on the second day evening was made. The organizers appealed the performers to submit their names.
· Screening of movie, ‘Hamara Patta RajyaSatta’ was organized. The movie depicted stories of struggle by women councilors. It presented their journey from election to administrations. The movie also depicted the success stories of the women councilors who have changed the villages positively. The movie was more inspirational for the participants as the successful women councilors whose story was pasteurized were present amongst them as resource persons.
Second Day- 15th December 2010
Session I-
The session started with Ms. Malati Sagane sharing paragraphs of Gramgeeta by Tukadoji Maharaj. A group of volunteers presented recap of the previous day. The chair of the session, Ms. Aarti Sarawade spoke about role of State Election Commission through this project. She further presented the structure of the entire project through PowerPoint presentation.
· Nirmala Niketan College of Social Work will be Project Coordinator with responsibilities to finalize training modules, manage training funds, documentation and evaluation. · Resource and Support Centre for Development will be Training Coordinator with responsibilities of Trainning- identification of content, schedule, methodology; Preperation of training kit for Core Trainers, Training of Trainers and Women Councilors; Collect feedback and do evaluation. · Chief Executive Officer will have key responsibility in district level as, o Pre-trainning: Identification of trainers and NGOs at district level, compilation and publication of information for taluka level trainers. o During Training: organization and implementation of trainings mobilize and utilize funds, distribute information booklets. Establish Help Centre at district level. o Post Training: to evaluate trainees, compile and publish success stories. · Core Trainers: Plan the programme and coordinate with CEO, identify, evaluate Trainers at district level. Schedule timetable and conduct of trainings in the district. · Trainers: to train the women councilors at taluka/ PHC level as per training received in district level. |
Session II- Innovative Training Methodologies
Mr. Nitin Paranjape and Ms. Malati Sagane chaired the session. District teams presented innovative and effective training methodologies which they have experienced. All district teams mentioned that the training should be practical. Ideas like presenting actual documents of Grampanchayat, games, mock Panchayat session & Gram Sabha, actual exercise of preparation of budget, field visit to Aadarsh Gaav will be useful for the training.
Mr. Nitin Paranjape explained the concept of training and need of imagination in learning process.
Session III-Effective use of Songs, story and play in training
Ms. Alaka Pawangadkar conducted this session in the open space. She explained that training can be enhanced through use of media. She further encouraged participants to compose their own media as per the training need. She further demonstrated how message can be passed effectively.
Session IV- Introduction of Training Material
Ms. Malati Sagane, Ms. Jaya Kuran, Ms. Maya Sorate, Ms. Anuradha Pandit presented content of the training and training material through power-point presentation. They elaborated each topic of the training and methodology to be followed for the training.

Evening Programmes: Dr. Vishwanath Karhad, Trusty of Maharashtra Institute of Technology, who provided the space for the training, shared his views with the participants. The group organized cultural programme and got to know each other well.
Day III- 16th December 2010
Session I- Open Discussion
The session started with the song of Bahinabai Chaudhari.
Mr. Chand Goel, Additional Chief Secretary, State Election Commission elaborated the process of Krantijyoti. He highlighted flexibility of the project where team of core trainers and Trainers can be selected by district bodies. Training methodologies can be suitable to the local needs. He also gave tips for mobilizing resources for the training.
- It is planned to arrange a meeting for Krantijyoti programme simultaneously in all the 10 districts on 3rd January, 2010 on the occasion of Birth Anniversary of Savitribai Phule. On this occasion, the project will be announced in districts, booklet of the project will be published and plans of Trainnings will be announced. District Collectors, C.E.O. of Z.P., Mun. Commissioner, M.P., M.L.A., President of Z.P, Women office bearers of Z.P. and the team of Krantijyoti would attend this meeting.
- The group decided to constitute three main centres for the training
- Vardha Centre: Nanded, Amaravati, Wardha
- Thane Centre: Nashik, Thane and Sindhudurga.
Session II- Presentation of state plan
Teams from the districts prepared plan for conducting trainings at their respective districts. The plans represented understanding of local issues, concerns, mobilization of resources, making units for trainings etc.
Conclusion:
The training was concluded with all the trainees expressing their commitment to the programme. Ms. Prajakta Bhosle thanked all the participants, resource persons, trainers and coordinators for their active participation. She also thanked M.I.T. Pune for logistic arrangements and Ryne Internationals for their support to the programme.
The organizing team conducted an evaluation meeting immediately after the programme.
